Hey, no worries man. i'll explain it...

Most of the time, the vectors you find on the internet are high quality images, usually in one colour (black or grey).
They have a transparent background, enabling you to position them over things without having to delete un-necessary white space.
Brushes work in the same way as vectors as they are just the image themselves and dont include anything else around them.

To use a vector, you simply download it. MAKE SURE IT IS A .EPS FILE. this is the usual format for vectors. they can sometimes come in .png files, but i find .eps is generally the best.

Then open up Photoshop, start a new project, and then open the vector file you have downloaded.
Then with the lasso tool, draw a line around the vector image, and right click and select 'layer via copy'.
Then with this layer, drag it from the layers palette onto the new project you have opened.
VOILA! you have your vector in your new project. Sometimes when opening the vector file, you will be asked how big you want it to be. generally writing 50 in the first box enables it to be large enough to retain its quality if you need to resize it.

Hope this helps! (and if it doesnt, im sure someone else will explain in a better way than me..)
